Israel's relations with the Palestinian Authority are increasingly fraught with complexities and ambiguities. Yassir Arafat's difficulty in consolidating power, to govern effectively and to bring extremist elements under control threatens to undermine the peace process. Uncertainty about these issues has brought negotiations nearly to a standstill, and, taken along with the challenges involved in negotiating the proposed redeployment of I.D.F. units in the West Bank, consistent with the safety of the settlers, it begins to look like a deadlocked situation.

THEREFORE, BE IT RESOLVED, THAT the CCAR call upon Yassir Arafat as the Chairman of the Palestinian Authority forthrightly to condemn terrorist activity against Israelis and to articulate and implement a policy of cooperation with Israel in all matters contained in the Declaration of Principles.
