Resolution Adopted by the CCAR

On Nuclear Arms Control

Adopted by the CCAR at the 94th Annual Convention of
the Central Conference of American Rabbis
Los Angeles, March 13-16, 1983

WHEREAS fear of nuclear war has increased substantially in the past year, and

WHEREAS the Central Conference of American Rabbis, in its resolution of 1982, urged actions in concert with other groups toward a bilateral nuclear arms freeze,

THEREFORE BE IT RESOLVED that the Central Conference of American Rabbis call upon the United States Senate to renew consideration of the ratification of the SALT II Treaty or to join the president in earnest discussion of his proposed Strategic Arms Reduction Talks (START).

BE IT FURTHER RESOLVED that we call upon the president and Congress to renew the negotiations, begun in 1977 with the Soviet Union and United Kingdom, in seeking a Comprehensive Test Ban (CTB). We also call for a No-First Use declaration, creating a clear line of demarcation between conventional and nuclear war, thus diminishing the risk that nuclear war will occur.
